This project was a study for a municipal power generation plant. The clients reported problems of oil lines within the existing gas train freezing during winter, which would trigger the automatic shut-off valves, stopping the regulated flow of natural gas used to fuel the electricity generating turbines. The original structure was an open-air shed that provided protection from the sun, rain, and snow. It did not however provide protection from sub-zero wind-chill temperatures. This protection needed to be enough to block the gas train, while not blocking too much airflow, which would allow pockets to form where natural gas could collect, creating an explosion hazard. The problem was compounded with the tight municipal budget. Materials presented each had their own effectiveness, as well as their own costs including labor. At the time of pre-design, the plant was designated a C1D2. This is where the client wanted to remain. If bumped up to a C1D1, the protection upgrade costs would require a whole new budget. The images show the new structure with protection options, set in the existing site using point cloud laser scanning. They were researched and designed by Christian Hemrick while working for Matrix Technologies Inc. Below is a brief review of the codes dictating design parameters.
Industrial infrastructure Product:
Natural Gas (Methane), Pipeline distribution quality. Lighter than air and will dissipate to atmosphere. Natural gas with too much air will not burn, and with insufficient air ventilation will explode. It’s stability is normal under typical storage conditions. When released, natural gas readily mixes with air, and depending on surrounding conditions can create an explosive hazard.
IFC 102.1 Construction and Design Provisions: Structures, facilities and conditions arising after the adoption of this code. Existing structures, facilities and conditions where required in Chapter 11.Existing structures, facilities and conditions that, in the opinion of the fire code official, constitute a distinct hazard to life or property. iFC 102.2
Administration, Operational, and Maintenance Provisions: The administrative, operational and maintenance provisions of this code shall apply to: Conditions and operations arising after the adoption of this code.Existing conditions and operations.
IFC 102.4 Application of Building Code: The design and construction of new structures shall comply with the International Building Code, and any alterations, additions, changes in use or changes in structures required by this code, which are within the scope of the International Building Code, shall be made in accordance therewith.
Structures on the premises of and directly related to the operation of a generating plant defined as a major utility facilty, regulated by the power siting board, including the structures associated with generation, transmission, and distribution. As a condition of the power siting board's approval, the building department may be requested to review and inspect these structures for compliance with the rules of the Board of Building Standards. However, the building department has no enforcement authority.
IBC Section 307.1.1: The following shall not be included in determining the maximum allowable quantities: Gaseous fuels in piping systems, and fixed applances regulated by the International Fuel Gas Code
414.6 Outdoor Storage, Dispensing, and Use:
414.6.1.1 Walls. Walls shall not obstruct more than one side of the structure
Exception: Walls shall be permitted to obstruct portions of multiple sides of the structure, provided that the obstructed area is not greater than 25 percent of the structure's perimeter.
Enclosure Perimeter: 105'-8",@ 25% =~ 26' (now showing 24' enclosed)
Options: Listed in order of magnitude from higher initial costs to lower initial costs:
Roll-up doors, Metal siding, Vinyl siding, Scaffolding wrapped with Monarflex.
